Rauf Khalilov

Chief Executive Officer & Founder



Rauf Khalilov is the CEO and founder of Mergul Law. He is a solicitor advocate specialising in dispute resolution and arbitration. He advises high-net-worth private individuals and corporations, state entities and charities.

Rauf has years of experience dealing with high-value commercial disputes, acting for clients from around the world, including the Russian Embassy in London, Azerbaijani airlines and investors. He has a thriving international commercial-arbitration practice, previously advising oil companies, automobile corporations and investors in multi-million-pound claims.

Rauf speaks eight languages, including Russian, Azeri and Farsi, in which he is fluent. He is the receipient of the prestigious Harmsworth Scholarship from Middle Temple.

James is an experienced litigator specialising in dispute resolution. He takes instructions in a wide variety of matters, including commercial and civil litigation, trust disputes, immigration matters, copyright infringement and property disputes. He has acted for private individuals, corporations, state entities and religious institutions.

  • Representing a religious institution in an application for judicial review against the UK Government.
  • Assisting a UK-based company with claims for breach of contract against a variety of different companies in different jurisdiction.

Other Experience:

 Before he became a solicitor, James lectured in public law and human-rights law at several universities, including the University of East London, University of Essex and SOAS (University of London). He also worked for the Crown Prosecution Service and as a case worker for the Local Government Ombudsman.

Robin is an experience advocate, specialising in employment-law. He regularly represents clients in the Employment Tribunal or Employment Appeal Tribunal. Robin specialises in all aspects of employment law, including unfair/constructive dismissal, wages claims, whistleblowing,  and discrimination.
